500 ரூபாய், 1,000 ரூபாய் நோட்டுகள் செல்லாது, அந்த நோட்டுகளை டிசம்பர் 30-ந் தேதிக்குள் வங்கிகள் மற்றும் தபால் நிலைய கணக்குகளில் மாற்றி கொள்ளலாம் என்று அறிவிக்கப்பட்டது. மாற்றாக மத்திய அரசு புதிய 500 ரூபாய், 2 ஆயிரம் ரூபாய் நோட்டுகளை அறிமுகப்படுத்துகிறது. இந்நிலையில் புதியதாக வெளிவரவிருக்கும் 2000 ரூபாய் நோட்டுகளில் நானோ ஜிபிஎஸ் - சிப் உள்ளடங்கியிருக்கும் என்று தகவல்கள் வெளியாகியது.

இன்று இரவு 12 மணி முதல் ரூ. 500, 1000 நோட்டுகள் வாபஸ் பெறப்படுகிறது என்று பிரதமர் மோடி அறிவித்து உள்ளார். புதியதாக புது வடிவத்துடன் ரூ. 2,000 மற்றும் 500 நோட்டுகள் வெளியிடப்பட உள்ளது.

கருப்பு பணம், ஊழல் ஒழிக்கப்படும் என்ற கோஷத்துடன் 2014-ம் தேர்தலை சந்தித்து, வெற்றிப்பெற்று பிரதமர் ஆன நரேந்திர மோடி இன்று நாட்டு மக்களுக்கு உரையாற்றினார். பிரதமர் மோடி தன்னுடைய உரையில் இன்று இரவு 12 மணி முதல் ரூ. 500, 1000 நோட்டுகள் வாபஸ் பெறப்படுகிறது என்று அறிவித்தார்.  

மத்தியில ஆட்சியில் அமர்ந்ததை தொடர்ந்து உள்நாட்டிலும், வெளிநாடுகளிலும் குவிக்கப்பட்டுள்ள கருப்பு பணத்தை ஒழிக்கும் நடவடிக்கையில் மத்திய அரசு தீவிரமாக உள்ளது. வெளிநாடுகளில் பதுக்கப்பட்டிருக்கும் கருப்பு பணத்தை மீட்கவும் பல்வேறு நடவடிக்கைகளை எடுத்து வருகிறது. இதன் பலனாக, ரூ.65 ஆயிரம் கோடி கருப்பு பணம் வெளியே வந்தது. பிரதமர் மோடி சமீபத்தில் பேசுகையில் ‘பாகிஸ்தான் பயங்கரவாதிகளுக்கு எதிராக ‘சர்ஜிக்கல் ஸ்டிரைக்’ நடத்தியதுபோல், கருப்பு பணத்துக்கு எதிராகவும் ‘சர்ஜிக்கல் ஸ்டிரைக்’ நடத்தப்படும்’ என்றார். அதன்படி 500 ரூபாய், 1,000 ரூபாய் நோட்டுகள் செல்லாது என்று அறிவித்தார்.

அப்பாவிகள் மீது பயங்கரவாதிகள் தாக்குதல் நடத்துகிறார்கள். அவர்களுக்கு யார் நிதி உதவி செய்வது? எல்லை தாண்டி, நமது எதிரிகள் கள்ள நோட்டுகளை பயன்படுத்தி, பயங்கரவாதிகளுக்கு உதவுகிறார்கள். இது பலதடவை நிரூபிக்கப்பட்டுள்ளது என்று கூறிய பிரதமர் மோடி, கருப்பு பணத்தை வெளிநாடுகளுக்கு அனுப்பியவர்களை அடையாளம் கண்டறியும் பணியில் முன்னேற்றம் ஏற்பட்டு உள்ளது. கருப்பு பணத்துக்கு எதிராக புதிய உறுதியான நடவடிக்கை எடுக்க வேண்டி உள்ளது என்றார். 

பிரதமர் மோடி பேசுகையில், மத்தியில் ஆட்சியில் அமர்ந்ததை தொடர்ந்து உடனடியாக நாங்கள் போராடியது ஊழல் மற்றும் கருப்பு பணத்திற்கு எதிராகவே. தேசத்தில் பண சுழற்சி செயல்முறையானது நேரடியாக ஊழலுடன் தொடர்பு உடையதாக உள்ளது, இது நம்முடைய சமூகத்தில் கீழ்மட்ட மக்களை பாதிக்கிறது. இன்று இரவு 12 மணிக்கு மேல் ரூ. 500 மற்றும் 1000 நோட்டுகள் வாபஸ் பெறப்படும். இந்நோட்டுகளை வங்கிகளில் ஒப்படைக்க 50 நாட்கள் கால அவகாசம் வழங்கப்பட்டு உள்ளது. நவம்பர் 10-ம் தேதி முதல் டிசம்பர் 30-ம் தேதிவரையில் ரூ. 500 மற்றும் ரூ. 1000 நோட்டுகளை தபால் நிலையங்கள் மற்றும் வங்கிகளில் டெபாசிட் செய்யலாம். 

வங்கிகளில் ஏற்றுக் கொள்ளப்படாத நோட்டுகளை ரிசர்வ் வங்கியில் ஒப்படைக்கலாம்.  

நவம்பர் 11-ம் தேதி நள்ளிரவு வரையில் மருத்துவமனைகளில் இந்நோட்டுகள் பெற்றுக் கொள்ளப்படும். பெட்ரோல் பங்குகளில் ஏற்றுக் கொள்ளப்படும். விமானம், ரெயில் டிக்கெட்கள் மற்றும் மருந்தகங்களில் நோட்டுகள் அதுவரையில் பெறப்படும். நவம்பர் 9 மற்றும் 10-ம் தேதிகளில் நாட்டில் வங்கிகளில் ஏ.டி.எம். செயல்படாது. நவம்பர் 9-ம் தேதி நாளை அனைத்து வங்கிகளும் மூடப்படும். பொதுமக்கள் சேவைக்காக அந்த ஒருநாள் மட்டும் செயல்படாது. பண பரிவர்த்தனையில் பிற முறைகளான, ’செக்’, டி.டி., கிரிடிட், டெபிட் கார்டுகள் முறையில் எந்தஒரு மாற்றமும் கிடையாது. 

விரைவில் புதிய 2,000 ரூபாய் மற்றும் 500 ரூபாய் நோட்டுகள் வெளியிடப்படும். அதிக மதிப்புடைய நோட்டுகளை, குறிப்பிட்ட அளவில் வெளியிட ஆர்.பி.ஐ. முடிவு செய்து உள்ளது. 

ஊழலை ஒழிப்பதற்கான பணியை தொடர்ந்து செய்வோம், ஊழல் மற்றும் கருப்பு பணம் விவகாரத்தில் தொடங்கப்பட்ட முயற்சியை வெற்றிகரமாக முடிக்க இணைந்து பணியாற்றுவோம். ஊழலுக்கு எதிராக போராட நாங்கள் விரும்புகின்றோம். அனைவருக்கும் நன்றி என்று பிரதமர் மோடி பேசினார். மத்திய அரசின் இந்நடவடிக்கைக்கு பாரத ரிசர்வ் வங்கி ஒப்புதல் வழங்கிஉள்ளது.

நாளை மறுநாள் பாதுகாப்பு அம்சங்களுடன் புதிய ரூபாய் நோட்டுகள் வெளியிடப்படும் என்று ரிசர்வ் வங்கி அறிவித்து உள்ளது.

பிரதமர் மோடி இன்று நள்ளிரவு முதல் 500 ரூபாய், 1,000 ரூபாய் நோட்டுகள் செல்லாது என்றும் அந்த நோட்டுகளை டிசம்பர் 30-ந் தேதிக்குள் வங்கிகள் மற்றும் தபால் நிலைய கணக்குகளில் செலுத்தலாம் என்று அறிவித்துஉள்ளார். மத்திய அரசின் இந்நடவடிக்கைக்கு பாரத ரிசர்வ் வங்கி ஒப்புதல் வழங்கிஉள்ளது. 

பிரதமர் மோடியை அடுத்து ரிசர்வ் வங்கி தலைவர் உர்ஜித் படேல் பேசினார். அவர் பேசுகையில், போலி இந்திய ரூபாய் நோட்டுகள் பெருகி வரும் விவகாரத்தினான் ஆபத்து பற்றி கவலையை எழுப்பினார், இதுபோன்ற ரூபாய் நோட்டுகளின் எண்ணிக்கை அதிகரித்துவிட்டது. புதிய ரூபாய் நோட்டுகள் தயாரிப்பை அதிகரித்து உள்ளோம், எவ்வளவு விரைவில் புதிய ரூபாய் நோட்டுகளை வழங்க முயற்சி செய்து வருகிறோம் என்றார். நாளை மறுநாள் புதுபாதுகாப்பு அம்சங்களுடன் 500 நோட்டுகள் வெளிவரும் என்று ரிசர்வ் வங்கி அறிவித்து உள்ளது.

கள்ள நோட்டுகள் தயாரிக்க முடியாதபடி புதிய பாதுகாப்பு அம்சங்களுடன் நோட்டுக்கள் உள்ளன. போதிய எண்ணிக்கையில் நோட்டுக்கள் தயாராக உள்ளது. புதிய ரூபாய் நோட்டுகள் தயாரிக்கும் பணி கடந்த சில மாதங்களாக நடைபெற்றன. கள்ள நோட்டு கருப்பு நோட்டு பணம் அதிகரித்துள்ளதை தடுக்க இந்த நடவடிக்கையானது அவசியம். புதிய நோட்டுக்களை வங்கிகளுக்கு கொண்டு சேர்க்கவே வங்கிகளுக்கு நாளை விடுமுறை என்று ரிசர்வ் வங்கி அறிவித்து உள்ளது.

புதிய ரூபாய் நோட்டுகள் புதிய அம்சங்கள், வடிவமைப்பு மற்றும் பரிமாணங்களை கொண்டு உள்ளது. புதிய ரூபாய் நோட்டின் மாதிரி வெளியிடப்பட்டு உள்ளது. நாங்கள் நவம்பர் 24-ம் தேதி நிலையை ஆய்வு செய்து வருகிறோம், புதிய ரூபாய் நோட்டுகளை நவம்பர் 10-ம் தேதி வெளியிடப்படும் என்று ஆர்.பி.ஐ. அறிவித்து உள்ளது.

Jayalalithaa sworn in as TN CM for sixth time, Jaya swings into action, orders free power, loan waiver

AIADMK supremo Jayalalithaa, who defied a 32-year history to return to power for a second consecutive term, today took oath as Chief Minister for the sixth time at a function in which DMK was also present, breaking a practice of the rivals keeping away from the other's ceremony.

The 68-year-old Jayalalithaa along with 28 others including her trusted lieutenant O Pannerselvam took the oath of office and secrecy in the name of God in Tamil that was administered by Governor K Rosaiah.

The AIADMK supremo retained 15 of her ministers who were in the previous cabinet and 13 new faces including three women.

Union Ministers Venkaiah Naidu, Pon Radhakrishnan, Lok Sabha Deputy Speaker and senior AIADMK leader M Thambidurai and Jayalalithaa's aide Sasikala were seated in the front row.

DMK treasurer M K Stalin, former DMK Ministers EV Velu, Ponmudy, party MLAs Sekhar Babu, Vagai Chandrasekhar and Ku Ka Selvam also attended the ceremony. For decades both AIADMK and DMK leaders had kept away from the oath-taking ceremonies of rivals.

Amid slogans of "Puratchi Thalaivi Amma Vazhga (Long live revolutionary leader Amma) by AIADMK supporters, Jayalalithaa stepped into the decorated Madras University Auditorium in her trademark green saree.

Slogans hailing the party chief also echoed the venue when she signed the documents after taking oath.

Arrangements had been made for live telecast of the ceremony in many parts of the state with giant LED screens being placed at vantage points.

While Jayalalithaa took oath alone, others were sworn-in in groups in a brief ceremony lasting less than 30 minutes.

At the venue, she was welcomed by top state government officials led by Chief Secretary K Gnanadesikan with a bouquet of flowers.

Later, when Governor Rosaiah arrived she welcomed him with a bouquet and introduced her Cabinet colleagues in keeping with the protocol.

Ministers in the outgoing Cabinet Natham Viswanathan, Vaithilingam, newly elected MLAs, Lok Sabha and Rajya Sabha MPs of the ruling party were also amongst the audience.

The ministers retained were O Panneerselvam (Finance), Eddapadi K Palaniswami (Public Works), Sellur K Raju (Cooperation), P Thangamani (Electricity), SP Velumani (Municipal Administration), D Jayakumar (Fisheries), CV Shanmugam (Law, courts), KP Anbazhagan (Higher Education), MC Sampath (Labour), R Kamaraj (Food and Civil Supplies), C Vijayabaskar (Health), SP Shanmuganathan (Milk and Dairy), RB Udhaya Kumar (Revenue), KT Rajenthra Balaji (Rural Industries), and K C Veeramani (Commercial Taxes).

Minutes after she was sworn in, Tamil Nadu Chief Minister Jayalalithaa today ordered a slew of measures aimed at fulfilling her electoral promises including waiving crop loans of farmers and free units of electricity to consumers.

She also ordered increase in gold allocation for women beneficiaries and reducing the working hours of state-run, Tamil Nadu State Marketing Corporation (TASMAC) liquor outlets besides closure of 500 of its shops.

Immediately after being sworn in, Jayalalithaa drove to Fort St George where the Secretariat is located and signed five files to fulfil five of her electoral promises, as mentioned in her party manifesto.

She first signed a file ordering waiver of crop loans upto March 31, 2016 payable to co-operative banks.

The waiver includes crop loan, medium and long term loans of small and micro farmers payable to co-operative banks and the move would entail a financial burden of Rs 5,780 crore on her government.

Jayalalitha's second order was 100 units of free power for domestic electricity consumers with effect from today in tune with the present tariff computation. It would entail an additional payout of Rs 1,607 crore as grant to the Tamil Nadu Generation and Distribution Corporation (TANGEDCO) by the state government.

Another order was for increasing gold allocation from 4 to 8 grams for women beneficiaries under the Thallikku Thangam Scheme (Gold for 'Mangalsutra').

From now on beneficiaries will get eight grams of gold in addition to monetary assistance of Rs 25,000 to Rs 50,000.

The Chief Minister increased free power to handloom weavers to 200 units and for powerlooms to 750 units.

She ordered closure of 500 state-run TASMAC retail liquor outlets and cut short working hours of bars. With effect from tomorrow, the retail outlets and bars would function from noon to 10 pm which currently remain open between 10 am to 10 pm.

All measures are in tune with her electoral promises and she had said she would show her gratitude to the people through her work.

India’s 1st Bullet Train to Travel Under the Sea Near Thane Creek

Passengers will get the thrill of riding under the sea while travelling between Mumbai and Ahmedabad in India’s first bullet train.

The 508 km long Mumbai-Ahmedabad high speed rail corridor will have a 21 km long tunnel under the sea, said a senior Railway Ministry official involved with the public transporter’s ambitious bullet train project.

While most part of the corridor is proposed to be on the elevated track, there will be a stretch after the Thane creek towards Virar which will go under the sea as per the detailed project report by JICA.

Estimated to cost about Rs 97,636 crore, 81 per cent of the funding for the project will come by way of a loan from Japan. The project cost includes possible cost escalation, interest during construction and import duties.

It is a soft loan for 50 years at 0.1 per cent annual interest with 15 years’ moratorium, said the official.

Rolling stock and other equipment like signalling and power system will be imported from Japan as per the loan agreement.

The official said the loan agreement with Japan is slated to be signed by the end of the year and construction work is likely to begin by the end of 2018.

The bullet train is expected to cover 508 km between Mumbai and Ahmedabad in about two hours, running at a maximum speed of 350 kmph and operating speed of 320 kmph.

At present, Duronto Express takes about seven hours to cover the distance between the two financial centres.

NASA Confirms Evidence That Liquid Water Flows on Today’s Mars

These dark, narrow, 100 meter-long streaks called recurring slope lineae flowing downhill on Mars are inferred to have been formed by contemporary flowing water. Recently, planetary scientists detected hydrated salts on these slopes at Hale crater, corroborating their original hypothesis that the streaks are indeed formed by liquid water. The blue color seen upslope of the dark streaks are thought not to be related to their formation, but instead are from the presence of the mineral pyroxene. The image is produced by draping an orthorectified (Infrared-Red-Blue/Green(IRB)) false color image (ESP_030570_1440) on a Digital Terrain Model (DTM) of the same site produced by High Resolution Imaging Science Experiment (University of Arizona). Vertical exaggeration is 1.5.

New findings from NASA's Mars Reconnaissance Orbiter (MRO) provide the strongest evidence yet that liquid water flows intermittently on present-day Mars.
Using an imaging spectrometer on MRO, researchers detected signatures of hydrated minerals on slopes where mysterious streaks are seen on the Red Planet. These darkish streaks appear to ebb and flow over time. They darken and appear to flow down steep slopes during warm seasons, and then fade in cooler seasons. They appear in several locations on Mars when temperatures are above minus 10 degrees Fahrenheit (minus 23 Celsius), and disappear at colder times.

“Our quest on Mars has been to ‘follow the water,’ in our search for life in the universe, and now we have convincing science that validates what we’ve long suspected,” said John Grunsfeld, astronaut and associate administrator of NASA’s Science Mission Directorate in Washington. “This is a significant development, as it appears to confirm that water -- albeit briny -- is flowing today on the surface of Mars.”

These downhill flows, known as recurring slope lineae (RSL), often have been described as possibly related to liquid water. The new findings of hydrated salts on the slopes point to what that relationship may be to these dark features. The hydrated salts would lower the freezing point of a liquid brine, just as salt on roads here on Earth causes ice and snow to melt more rapidly. Scientists say it’s likely a shallow subsurface flow, with enough water wicking to the surface to explain the darkening.

Dark narrow streaks called recurring slope lineae emanating out of the walls of Garni crater on Mars. The dark streaks here are up to few hundred meters in length. They are hypothesized to be formed by flow of briny liquid water on Mars. "We found the hydrated salts only when the seasonal features were widest, which suggests that either the dark streaks themselves or a process that forms them is the source of the hydration. In either case, the detection of hydrated salts on these slopes means that water plays a vital role in the formation of these streaks," said Lujendra Ojha of the Georgia Institute of Technology (Georgia Tech) in Atlanta, lead author of a report on these findings published Sept. 28 by Nature Geoscience.
Ojha first noticed these puzzling features as a University of Arizona undergraduate student in 2010, using images from the MRO's High Resolution Imaging Science Experiment (HiRISE). HiRISE observations now have documented RSL at dozens of sites on Mars. The new study pairs HiRISE observations with mineral mapping by MRO’s Compact Reconnaissance Imaging Spectrometer for Mars (CRISM).
The spectrometer observations show signatures of hydrated salts at multiple RSL locations, but only when the dark features were relatively wide. When the researchers looked at the same locations and RSL weren't as extensive, they detected no hydrated salt.
Ojha and his co-authors interpret the spectral signatures as caused by hydrated minerals called perchlorates. The hydrated salts most consistent with the chemical signatures are likely a mixture of magnesium perchlorate, magnesium chlorate and sodium perchlorate. Some perchlorates have been shown to keep liquids from freezing even when conditions are as cold as minus 94 degrees Fahrenheit (minus 70 Celsius). On Earth, naturally produced perchlorates are concentrated in deserts, and some types of perchlorates can be used as rocket propellant.
Perchlorates have previously been seen on Mars. NASA's Phoenix lander and Curiosity rover both found them in the planet's soil, and some scientists believe that the Viking missions in the 1970s measured signatures of these salts. However, this study of RSL detected perchlorates, now in hydrated form, in different areas than those explored by the landers. This also is the first time perchlorates have been identified from orbit.
MRO has been examining Mars since 2006 with its six science instruments.
"The ability of MRO to observe for multiple Mars years with a payload able to see the fine detail of these features has enabled findings such as these: first identifying the puzzling seasonal streaks and now making a big step towards explaining what they are," said Rich Zurek, MRO project scientist at NASA's Jet Propulsion Laboratory (JPL) in Pasadena, California.
For Ojha, the new findings are more proof that the mysterious lines he first saw darkening Martian slopes five years ago are, indeed, present-day water.
"When most people talk about water on Mars, they're usually talking about ancient water or frozen water," he said. "Now we know there’s more to the story. This is the first spectral detection that unambiguously supports our liquid water-formation hypotheses for RSL."
The discovery is the latest of many breakthroughs by NASA’s Mars missions.
“It took multiple spacecraft over several years to solve this mystery, and now we know there is liquid water on the surface of this cold, desert planet,” said Michael Meyer, lead scientist for NASA’s Mars Exploration Program at the agency’s headquarters in Washington. “It seems that the more we study Mars, the more we learn how life could be supported and where there are resources to support life in the future.”

This animation simulates a fly-around look at one of the places on Mars where dark streaks advance down slopes during warm seasons, possibly involving liquid water. This site is within Hale Crater. The streaks are roughly the length of a football field.

There are eight co-authors of the Nature Geoscience paper, including Mary Beth Wilhelm at NASA’s Ames Research Center in Moffett Field, California and Georgia Tech; CRISM Principal Investigator Scott Murchie of the Johns Hopkins University Applied Physics Laboratory in Laurel, Maryland; and HiRISE Principal Investigator Alfred McEwen of the University of Arizona Lunar and Planetary Laboratory in Tucson, Arizona. Others are at Georgia Tech, the Southwest Research Institute in Boulder, Colorado, and Laboratoire de Planétologie et Géodynamique in Nantes, France.
